Developing a wind farm is like a dance. “Sometimes you take one step forward and then again you have to take two steps back,” says Peter Rooijakkers. In 2002, he and two neighbors took the initiative for Windpark Egchelse Heide. Nineteen years later, the first windmill was up and running. Stan Reinders<\/a> of GreenTrust and Peter together discuss the construction of this wind farm. It is not only Peter’s baby, but also a bit of Stan’s and GreenTrust’s. In 2002, Peter Rooijakkers, Peter Bongers and Marc Hubers learned that wind farm Neer would be built near their farms. “If we have the burden of that, we also want a share of the joys, because we couldn’t stop that plan,” says Peter Rooijakkers. The neighbors sought advice from Aelmans Adviesgroep and went to see wind farm Aachen Noord. That was the beginning of a plan for then six wind turbines on its own land. “Up until 2006, we were tugging at local politicians that wind energy was the future. However, the then municipality of Helden to which Egchel belonged at the time saw nothing in wind energy,” says Peter. Even though in their initial plans the initiators had already outlined the contours of an environment fund in which local residents and the surrounding area would also benefit from the proceeds of the wind farm. Votes Against<\/strong><\/h2>\n\n\n\n

At the last municipal committee meeting in 2006, the initiators finally had the local politicians to the point where they were expected to vote in favor of the coming of the wind farm. “The CDA – on whose vote we depended – unexpectedly voted against which allowed us to start all over again,” says Peter. The initiators pulled the plug, but first wanted a closing discussion with the new alderman who had just finished his plan for an agricultural development area (LOG). “He liked the idea of windmills as an energy source for the manure digester that was also part of the LOG plan,” said Peter. The plan remained on hold until early 2013. “Sharing the project with Aelmans Adviesgroep breathed new life into it. In 2014 Peel Energie was founded and in 2015 Jeroen Boerkamps<\/a> of GreenTrust also crossed our path. That was nice because he was local, driven and knowledgeable. Because one of the members of Peel Energie was also on the city council, we had an entry point into local politics,” says Peter. <\/p>\n\n\n\n

Village Survey<\/strong><\/h2>\n\n\n\n

In the spring of 2017, the municipality of Peel and Maas approved the request in principle for the wind park, provided that the initiators could demonstrate that there was enough support in the area surrounding the wind park. “By cleverly including a number of questions about sustainability in a village survey of Egchel, we came a nice step further. The outcome of that survey was that 75% of Egchel residents were overwhelmingly positive about the arrival of a wind park with a maximum of four turbines along the Haambergweg,” says Peter. The municipality’s initiators also had to research noise, cast shadow and the defense radar of the nearby Volkel Air Base to clarify the impact of the wind farm. “TNO had to calculate as many as fifteen times the probability that the radar would still be able to see a hostile aircraft when flying behind a windturbine,” says Stan Reinders who, together with Jeroen Boerkamps, did the tendering and procurement and supervised the construction of Egchelse Heide wind farm. TNO’s measurements led to another layout of the park. “We were lucky that we didn’t have to enter into new land contracts,” says Peter. Instead of four smaller mills, there came five larger mills. “The official from the province of Limburg almost fell off his chair when he heard the planned size of the turbines: a maximum 140-meter rotor diameter and 140-meter shaft height; he couldn’t believe it. In the end, the wind farm was licensed and built that way,” Peter says proudly. <\/p>\n\n\n\n

In October 2016, Windpark Egchelse Heide BV was founded in which the initiators, together with GreenTrust, Peel Energie and Aelmans Adviesgroep, each participate for a quarter. Still, not everything went smoothly. Some local residents filed objections and took the initiators to court, all the way to the Council of State. “Support from the environment is important to us. Therefore, we set up an environment fund and all local residents – including the objectors – within 1000 meters of the wind park were given a budget to make their homes more sustainable,” Peter outlines. <\/p>\n\n\n\n

Shovel in the ground<\/h2>\n\n\n\n

On June 30, 2020, financial close was reached. The same day the shovel went into the ground for the construction of the mills. “Because De Kookepan wind farm was built around the same time, we were able to tender for the turbines together and also arrange the construction of the wind farms together. That made construction easier and therefore cheaper,” says Stan. Every working day he drives through Windpark Egchelse Heide to the office. If a windmill stops, Stan also stops the car to check what’s going on. Even though it is not specifically his job as construction manager to manage Egchelse Heide, this park is close to his heart. “I know the park inside and out and know exactly what the site is like and what agreements have been made with landowners.” <\/p>\n\n\n\n

The wind park has been operational since 2021. “For a long time it looked like Windpark Egchelse Heide would not succeed. I kept believing in it because of the support of Marc Hubers and Peter Bongers and the confidence my wife Marion kept having. She was the one who cheered me up when there were setbacks and said, ‘we’ll just keep going.’ It is very double that because of her death she was not able to witness the opening,” says Peter. <\/p>\n\n\n\n

Looking back, Peter compares the process of arriving at a wind park as a dance. “Sometimes you take one step forward and then you have to take two steps back again. When we reached financial close we knew for sure it was going to work out. We were lucky: the turbines were cheap, interest rates were low, and a year later power prices shot through the roof. Financially, we couldn’t have timed it better. To this day, the park runs subsidy-free and knows how to support itself. I am very proud of that.” <\/p>\n\n\n\n
